Central Bank of Iraq Tightens Scrutiny of Senior Officials’ Wealth to Combat Corruption

In a new step aimed at strengthening efforts to combat corruption and money laundering, the Central Bank of Iraq (CBI) has instructed both state-owned and private banks to tighten monitoring procedures for senior officials and their family members who are classified as Politically Exposed Persons (PEPs).

In its directive, the CBI identified a number of indicators that financial institutions should take into consideration. These include cases where a customer’s wealth or sources of funds appear inconsistent with their known income, as well as high-value or unusual transactions that do not correspond with the nature of the individual’s official position.

The enhanced monitoring measures are also expected to cover family members, close associates, and entities linked to the official.

Experts believe the significance of these measures lies in their coverage of unusual transfers and the use of companies or third parties that could potentially conceal the identity of the ultimate beneficial owner (UBO).

However, the effectiveness of these measures will ultimately depend on the seriousness of their implementation and the ability of regulatory authorities to exchange information and trace funds beyond directly held bank accounts, particularly as a significant portion of financial transactions in Iraq continues to be conducted in cash.

The move comes amid court rulings sentencing officials to prison on charges related to illicit enrichment, as part of broader government efforts to combat corruption and recover misappropriated public funds.
