Central Bank Announces Electronic Payments Training Courses in August… But Is Training Really Enough?

The Central Bank of Iraq has announced a series of comprehensive training courses taking place throughout August, targeting employees of banks and financial institutions. The initiative aims to strengthen their knowledge of electronic payment systems and digital transformation.
The courses will cover topics including cybersecurity, digital wallet management, and compliance with new regulatory requirements. Employees from all licensed banks and non-bank financial institutions are expected to participate.
The initiative itself is both positive and necessary. However, questions remain regarding the quality of the training and the number of employees actually participating. Some experts have argued that training programs in previous years were sometimes too superficial and failed to focus on the practical challenges employees face on a daily basis.
There is also a significant gap between training and implementation. An employee may acquire new knowledge during a training course, but upon returning to their institution, they may find that the organization lacks adequate modern tools or sufficiently advanced systems to apply what they have learned. As a result, the training may have little practical impact.
If the Central Bank is serious about advancing digital transformation, it needs to focus on continuous, hands-on training rather than limiting its efforts to occasional monthly courses. It should also ensure that banks and financial institutions have the necessary financial resources to invest in modern digital infrastructure.
Ultimately, training can only deliver meaningful results when it is supported by the technology, infrastructure, resources, and institutional environment required to put that knowledge into practice.
